About the Position

As the Small Business Advocate, you will provide outreach, assistance, and training to County staff and to the small business community in support of the Small & Local Business Advocacy Program. Building strong connections and providing clear, informative training within the small business community, and other Maricopa County departments is paramount to sustaining successful participation in County procurement. You will also coordinate and implement the County's Small & Local Business Advocacy Program designed to ensure small business participation as well as non-discrimination in contracting.

You will work with County departments and suppliers to ensure small businesses have access to County procurement opportunities for which they qualify.This responsibility is carried out under the highest ethical standards, utilizing good judgment and independent thinking.

We Require

  • One year of experience in developing and administering public programs and services

  • Bachelor of Science degree in business, marketing, public administration, or a related field

  • A combination of education and experience may be considered in substitution for the minimum qualifications

We Also Value

  • Experience working with Small Business Enterprise (SBE) or Minority and Women-owned Businesses (MWBE) programs; please indicate with work history

  • Knowledge of sourcing and procurement methodology

  • Computer proficiency with Microsoft Office products including business planning programs, presentation software, spreadsheets, etc.

Job Contributions

  • Provide training to departments and vendors on how to access and execute the Small & Local Business Advocacy Program so that the value of opportunities awarded to small & local businesses increases

  • Collaborate with key community-based partners to plan and manage MCSLBAP events

  • Create and distribute promotional materials including paper and web-based flyers and advertising required to facilitate the program

  • Assist suppliers with understanding the County's practices and procedures; Develop and implement a plan for supplier development

  • Communicate with contractors and County departments to facilitate and determine compliance with the County's equity programs

  • Develop and implement a comprehensive plan to track/report program purchases; conduct on-site inspection of businesses and employment practices

  • Analyze statistical data to determine and document program effectiveness and problem areas

  • Remain current with government regulations and agency developments by attending meetings and participating in ongoing education and seminars

  • Participate in pre-bid/pre-award conferences and contract review and compliance monitoring meetings

  • Represent the County at related business, community outreach, and trade show functions

Working Conditions

  • Work is performed in a business office environment

  • Travel to local businesses will be required

  • Ability to share creative and new ideas; ability to work independently and interactively at all levels of the organization

  • Ability to easily interact with the public, as well as other team members and employees of Maricopa County; practice positive neutrality

  • Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire
