Summary

Spire is seeking a Compliance Engineer III. This position will provide guidance to company personnel concerning pipeline safety compliance standards and implement the company's Integrity Management Program. This position may also manage various main and service line replacement programs and the development of compliance and maintenance programs to comply with State and federal pipeline safety programs. Also submits reports including DOT annual reports and other records for compliance and auditing purposes.

Duties and Responsibilities
  • Implement the company's Integrity Management Program and the associated plan and risk model.
  • Support the company's PSC pipeline safety inspections including associated preparation and internal auditing of records.
  • Support the company initiatives through interacting with the PSC Pipeline Safety officials, other gas utility representatives, and material/equipment vendors as needed.
  • Prepare and submit various regulatory reports and documentation including annual reports, incident reports, safety related condition reports, and other documentation as needed.
  • Manage the analysis of leakage data and the planning of leakage and other compliance-related surveys as required.
  • Implement pipeline safety compliance programs as needed.
  • Where appropriate, implement the use of hydro testing, internal inspection technologies, non-destructive examination technologies, cathodic protection/corrosion mitigation, corrosion evaluations, and pipeline coating applications
  • Manage the analysis and implementation of various replacement programs, including identifying specific areas for replacement, implementing GIS tools, ensuring that the work is completed according to Company standards, and documenting information as needed in the appropriate company business system.
  • Submit various regulatory reports and documentation including annual reports, incident reports, safety related condition reports, and other documentation as needed
  • Assist Field Operations personnel as needed with information requests and various tasks and projects related to pipeline safety compliance
  • Develop and implement process changes to enhance the Company's compliance with pipeline safety rules
  • Develop and implement process changes to improve the Company's efficiencies in conducting various pipeline maintenance programs
  • Support the implementation of special projects related to compliance activities as assigned
Essential Characteristics and Competencies
Supervisory Responsibilities
  • None
Required Education (certifications, licenses)
  • Bachelor's degree in Engineering
  • Civil, Chemical or Mechanical Engineering Degree preferred
  • Valid driver's license
Required knowledge, skill and abilities
  • At least 5 years of work experience in the operations and engineering area of a regulated natural gas distribution system or related experience in another industry.
  • Familiarity with state and federal pipeline safety regulations
  • Proficiency in Microsoft Office and ESRI software applications
  • Knowledge of the Company's business systems, operating standards and replacement programs
  • Regularly perform project management tasks. Must be able to effectively manage contractor employees to accomplish objectives. Also required to monitor and manage expenses related to certain projects.
Physical demands, environment and schedule
  • Normally works inside office surroundings but will occasionally work outdoors in the field under varying weather conditions with moderate physical exertion
  • Typically, Monday through Friday (Hybrid work schedule).
  • Occasional travel and work outside normal business hours may be necessary
